Government approves Rs 25,060-crore Export Promotion Mission

The Union Cabinet has approved the Export Promotion Mission (EPM), a scheme announced in the Union Budget 2025–26 to support India’s export competitiveness, especially for MSMEs, first-time exporters and labour-intensive sectors. The decision was cleared at a meeting chaired by Prime Minister Narendra Modi.

The Mission has an outlay of Rs 25,060 crore for FY 2025–26 to FY 2030–31. It brings multiple export-related schemes under one framework aimed at providing a digitally managed and outcome-based mechanism.

The EPM involves the Department of Commerce, Ministry of MSME, Ministry of Finance, financial institutions, export promotion councils, commodity boards, industry bodies and state governments.

The Mission will run through two sub-schemes. Niryat Protsahan will focus on access to affordable trade finance for MSMEs through interest subvention, export factoring, collateral guarantees, credit cards for e-commerce exporters and credit enhancement for new markets. Niryat Disha will cover non-financial support such as assistance for export quality, compliance, international branding, packaging, trade fairs, warehousing, logistics, inland transport reimbursements, trade intelligence and capacity-building.

The Mission consolidates the Interest Equalisation Scheme and Market Access Initiative.

According to the government, the scheme aims to address challenges related to trade finance, compliance costs, export branding, market access and logistical constraints faced by exporters in interior regions.

Priority support will be given to sectors affected by recent tariff escalations, including textiles, leather, gems and jewellery, engineering goods and marine products. The interventions aim to help sustain export orders and support diversification into new markets.

The Directorate General of Foreign Trade will implement the Mission through a digital platform covering the entire application and disbursal process.

The Mission is expected to improve access to trade finance, enhance export readiness, support market access, assist non-traditional export districts and generate employment across manufacturing, logistics and related services.
