Surat Municipal Corporation Plans Rs 200-Cr Green Bond Issue

Surat Municipal Corporation (SMC) has announced a Rs 200 crore green municipal bond issuance scheduled for early October 2025 to finance environmentally sustainable urban projects, according to local media reports.

The offering, structured with a basic Rs 100 crore tranche and an additional Rs 100 crore green shoe option, follows SMC’s green bond certification from the Climate Bond Initiative and is aimed at funding projects such as a 10 MW solar power plant, a 6.3 MW wind facility, centralised waste processing, and water treatment systems.

Surat’s green bond will be listed, taxable, secured and non-convertible, terms that make it accessible to institutional investors while ensuring regulatory compliance with SEBI norms.

Local authorities said that part of the proceeds will also go towards building a 250 MLD zero liquid discharge plant and augmenting water treatment capacities, projects that have immediate public health and environmental benefits, reported The Times of India.

Market observers see municipal green bonds as attractive given rising environmental, social and governance (ESG) demand among institutional investors and the growing acceptability of municipal debt as a stable fixed-income asset class.

Surat’s issuance follows successful municipal and green bond programs elsewhere (e.g., Ghaziabad, Vadodara) and is likely to be judged on credit quality, revenue streams tied to funded assets, and transparency in use-of-proceeds reporting. The Climate Bond certification will also strengthen investor trust.

For residents, the projects financed by the green bond could mean cleaner streets, better water and energy services, and improved urban resilience, though careful project execution and oversight will be essential to ensure timely delivery and measurable environmental outcomes.
