Haryana plans new MSME policy with higher export incentives

The Haryana government will soon introduce a new MSME policy aimed at strengthening the state’s micro, small and medium enterprises and export sectors, chief minister Nayab Singh Saini said on Saturday.

Saini said the proposed policy is awaiting cabinet approval and includes several measures for the benefit of industries and exporters.

Under the draft policy, the export freight subsidy support limit has been proposed to be increased from Rs 10 lakh to Rs 30 lakh per unit per year. Industries exporting more than 80 per cent of their production will receive special recognition on the proposed Udaan Dwar Portal, allowing them to connect more easily with international buyers.

The draft policy also proposes expanding the scope of the Mukhyamantri Vyapari Kshatipurti Yojana to provide affordable insurance products for small traders and MSMEs against losses caused by fire, theft and natural disasters.

To improve ease of doing business, land feasibility certificates will be issued within 45 working days.

The chief minister said that for applications seeking incentives, 50 per cent of the admissible amount will be released within seven working days after preliminary scrutiny. The remaining amount will be released within 45 days following detailed verification.

He added that if the industries department delays the release of eligible incentives, entrepreneurs will receive interest at the rate of 8 per cent per annum on the delayed payment.

Saini made the announcements while interacting with representatives of the plywood industry in Yamunanagar district. He said the government’s vision is to establish Haryana’s industries on the global stage.

He said Yamunanagar is not only the plywood capital of Haryana but also of India.

According to an official statement, the chief minister said the strong participation of representatives from Haryana’s plywood industry in the 49th Dar es Salaam International Trade Fair held in Tanzania in July 2025 reflected the sector’s global outlook.

Saini also said the Haryana government has created a special fund named SAKSHAM with an initial allocation of Rs 500 crore in the Budget 2026-27 to improve industrial areas and develop them into world-class industrial hubs.

The fund will be used to rejuvenate industrial areas, including Yamunanagar. To address the issue of expensive industrial land, the government has introduced the land on lease policy, under which industrial plots will be available on long-term lease with the option of converting them into freehold when required.

Interacting with entrepreneurs, Saini said the government had committed to preparing a master plan for reviving Jagadhri’s metal industry by providing subsidies for industrial infrastructure.

Accordingly, a metal and general park is being developed at Manakpur. The layout plan has been revised to create more than 900 plots of 250, 312 and 450 square metres for the metal industry.
