Delhi eases NOC rules, allows phased payment for builders

Delhi on March 21 allowed builders to obtain a provisional no-objection certificate (NOC) by paying 25 per cent of infrastructure charges upfront, with the remaining amount payable at the connection stage.

The move is expected to reduce costs by 50–70 per cent and help revive stalled construction projects across the city.

Under the revised provision, developers will no longer be required to pay the full infrastructure charge amount before starting work, easing upfront financial pressure.

The balance payment can be made later when utility connections are taken, providing flexibility in project execution.

The decision is aimed at improving ease of doing business in the construction sector and accelerating urban development activity.
