Andhra unveils India’s first urban PPP guidelines for city infra projects

The Andhra Pradesh government has unveiled what it described as India’s first dedicated guidelines for urban public-private partnership (PPP) projects aimed at accelerating infrastructure development in cities.

Officials said the framework forms part of the state’s Swarna Andhra Vision 2047 roadmap focused on long-term urban growth and infrastructure expansion.

The guidelines are intended to attract private investment into sectors including urban transport, water supply, waste management, smart-city systems and civic infrastructure.

Authorities indicated that the policy aims to standardise project implementation models and improve participation from private developers and infrastructure companies.

The state government said the framework would support faster execution of urban projects while reducing financial pressure on urban local bodies, reported The New Indian Express.

Officials added that the policy also focuses on improving transparency, project structuring and risk-sharing mechanisms in city infrastructure development.

Public-private partnership models are increasingly being explored by Indian states to support large-scale urban infrastructure expansion.

The initiative comes amid rising investment requirements across rapidly growing urban centres.

The development marks a significant policy shift in India’s urban infrastructure financing ecosystem.
