Delhi opens the door to high-rise housing: Here’s what changes

Delhi is preparing for a major shift towards vertical urban development as rising land prices, limited space and increasing housing demand push the national capital towards high-rise buildings and large-scale redevelopment. Here’s what you need to know.

Recent planning reforms, including higher Floor Area Ratio (FAR) limits and the expansion of Transit-Oriented Development (TOD) zones, have opened new opportunities for high-rise residential and mixed-use projects.

The changes aim to increase housing supply and make better use of land in a city where developable space is rapidly shrinking.

The revised policy allows higher FAR limits, encourages high-rise residential towers, promotes redevelopment of existing urban areas and expands TOD zones along metro corridors.

The goal is to encourage more people to live closer to public transport, reduce dependence on private vehicles and ease traffic congestion.

Under the TOD framework, around 207 square kilometres of Delhi has been identified for planned development. The zones will support affordable housing, office spaces, studio apartments and mixed-use developments.

Around 14 land parcels near metro corridors, including Dwarka, Rohini, Peeragarhi and Karkardooma, have been identified for development. A single-window clearance system has also been introduced to speed up approvals from agencies including the Delhi Jal Board, Municipal Corporation of Delhi (MCD) and the Fire Department.

The Centre approved the revised Transit-Oriented Development (TOD) Regulations and Charges 2026, which were notified on February 6, 2026.

Urban planners and architects have welcomed the reforms but say infrastructure will determine their success.

They argue the main challenge is not taller buildings but whether roads, water supply, drainage, sewerage, public transport and civic services can support a larger population.

Architect and former DDA Planning Commissioner Ashok Kumar Jain said increasing FAR and promoting TOD-based development is a natural response to rising land prices and limited space availability.

However, he cautioned that redevelopment should not focus only on additional construction capacity or economic benefits.

According to him, planners must also consider how new populations will affect local resources and existing communities.

Experts also warned that without parallel investment in infrastructure, high-rise development could increase pressure on existing civic services, leading to water shortages, traffic congestion, flooding and waterlogging.
