8th Pay Commission: Scope, timelines and the key points for employees and pensioners

The government has formally constituted the 8th Central Pay Commission to review pay, allowances, pensions and service conditions for central government employees and pensioners.

The Commission’s Terms of Reference were issued in early November 2025 and set out the scope of work.

Initial releases of the Terms of Reference prompted concern because pension revision was not explicitly named in some summaries.

Employee organisations have submitted additional demands, including calls for reconsideration of certain ToR language and restoration of elements of the older pension arrangements.

These remain proposals from staff bodies and have not been accepted as government policy.

Timeline and likely implementation window

The Commission is required to submit its report within a standard period (commonly 18 months).

Based on patterns from past pay commissions and administrative processes, implementation of any recommendations is likely to take between one and two years from the time of constitution and report submission.

This places a realistic implementation window in late 2026 or during 2027, subject to government approval and fiscal considerations.

Projections and internal staff-body calculations

Employee associations and staff unions have produced projection tables and fitment scenarios that indicate potential pay and pension outcomes under various fitment factors.

These projections are indicative and prepared for advocacy; they are not government figures.

Final pay scales, fitment factors and pension adjustments will be determined only after the Commission submits its recommendations and the government processes them.
