Aizawl’s ‘Silent City’ discipline earns Mizoram special traffic award

Mizoram has been honoured with a special award for its exceptional traffic management during the 18th Urban Mobility India (UMI) Conference held recently in Gurugram, an official statement said.

The award was received by Lalmalsawma Pachuau, Secretary of the Urban Development & Poverty Alleviation (UD&PA) Department, from Union Housing and Urban Affairs Minister Manohar Lal and Minister of State Tokhan Sahu during the conference’s valedictory session.

Organised annually by the Institute of Urban Transport (India) under the Ministry of Housing and Urban Affairs (MoHUA), the UMI Conference serves as a national platform to promote innovative, sustainable, and inclusive urban mobility practices.

For the award selection, Mizoram’s Town and Country Planning Wing under the UD&PA Department was invited to present its initiatives before the award committee. On October 16, the department submitted a detailed presentation — including a video and slides — showcasing the state’s approach to managing urban traffic efficiently.

The presentation highlighted Mizoram’s strict adherence to traffic regulations, the high level of public discipline, and the minimal congestion despite limited road space. It also showcased the effective functioning of the state’s coordination committee on traffic management.

Aizawl, the state capital, was particularly recognised for being a ‘Silent City’, known for its citizens’ practice of avoiding unnecessary honking — a reflection of the state’s civic sense and awareness.

The Mizoram government dedicated the award to the people of the state, acknowledging their cooperation and commitment to maintaining orderly traffic behaviour. The government also thanked all departments involved for their coordination and efforts.

Mizoram’s traffic discipline has often been praised online and by public figures, including former President Ram Nath Kovind, who commended the state for setting an example in civic responsibility.

One of the key features of Aizawl’s road etiquette is that four-wheelers keep strictly to the left, while two-wheelers stay on the right, ensuring smooth traffic flow. Vehicles also refrain from overtaking or crossing into the opposite lane and rarely use their horns — even during traffic jams.

This culture of patience and discipline has earned Aizawl the title of India’s ‘Silent City’ or ‘No Honking City’, a recognition that now finds national validation through the UMI award.
