Delhi Makes Use of Recycled C&D Waste Mandatory in Public Construction Projects

• All Delhi government projects must use recycled construction waste
• Target set at 9.8 lakh metric tonnes for 2025–26
• Non-compliance may lead to withheld contractor payments

The Delhi government has made the use of recycled construction and demolition (C&D) waste mandatory for all its public construction projects. The move aims to reduce pollution, promote sustainability, and ensure circular use of construction materials.

According to an official directive, departments such as MCD, NDMC, PWD, DJB, DUSIB, and others must collectively use 9.8 lakh metric tonnes of recycled C&D waste during 2025–26.

Urban Development Minister Ashish Sood said the policy will help cut waste generation and promote environmentally responsible construction. “Processed C&D material must now be used in structural layers like road sub-bases, paving blocks, tiles and drain covers,” he said.

The minister warned that failure to comply could result in withheld payments to contractors. The government has also set up a quarterly review mechanism to ensure implementation across departments.

Recycled C&D waste plants in Delhi can currently process about 5,000 tonnes per day, with expansion plans underway.
